Job Overview
We are seeking a dynamic and experienced Operations Manager to assist the Chief Operations Officer in the execution of all approved strategies, programs and procedures related to the management of Heart of Texas Electric Cooperative's distribution system.

The ideal candidate will have 5+ years of progressive electric cooperative management experience or equivalent combination of education and experience. Our perfect fit will also possess strong leadership skills and will have a proven track record in management, project management, and strategic planning.

Responsibilities

• Under the supervision and guidance of the Chief Operations Officer
• Manage and oversee daily operations to ensure efficiency and effectiveness across all operations departments.
• Lead project management efforts to ensure timely delivery of key initiatives and objectives.
• Develop and execute program management strategies that align with the company’s long-term goals.
• Assist in the preparation of the annual departmental budget.
• Forecast operational needs and resource allocation to optimize performance and productivity.
• Participate in the preparation of long- and short-range engineering plans, departmental work plans and other engineering studies.
• Supervise cross-functional teams to ensure alignment with organizational objectives and promote accountability.
• Plan, organize, direct, and monitor personnel in the construction, operation and maintenance of energized and de-energized overhead and underground distribution facilities.
• Contribute to the development and recommendation of contracts, agreements and required legal documents.

Qualifications

In addition to 5+ years of progressive electric cooperative management experience or equivalent combination of education and experience.

• Thorough knowledge of distribution system design, construction, operation and maintenance specifications and standards.
• Thorough knowledge of National Electrical Safety Code, RUS specifications and acceptable material.
• Knowledge of department budgeting and forecasting.
• Ability to promote, develop and maintain team morale and safe working habits by appropriate delegation, coaching, counseling, performance evaluation and recognition.
• Excellent verbal and written communication skills with people at all organizational levels; internal and external customers.

About Heart of Texas Electric Cooperative

Heart of Texas Electric Cooperative Inc. was incorporated in 1937 to provide electricity to rural areas of Central Texas. The co-op has over 15,000 members and over 20,000 meters served by over 3,800 miles of line. The co-op's service area includes parts of Bell, Bosque, Coryell, Falls, Hamilton, McLennan and Milam counties. In order to receive electricity, a person must join the cooperative, which makes the person a member/owner. The member/owners elect a minimum of seven persons from the general membership to a Board of Directors which sets policy and hires a General Manager to operate the business. Three directors are elected each year on a rotating basis. The co-op employs over 50 people in three departments - Operations, Administrative Services, and Member Services. On July 1, 2007, members of McLennan County Electric Cooperative and Belfalls Electric Cooperative voted to consolidate operations, resulting in a new cooperative called Heart of Texas Electric Cooperative Inc. Heart of Texas Electric Cooperative Inc. receives 100% of its power from Brazos Electric Power Cooperative, a generation and transmission supplier organized in 1941 to provide electric dis...tribution cooperatives with dependable electric power at the lowest possible cost. Brazos Electric Power Cooperative is the largest generation and transmission cooperative in Texas, supplying electricity to member distributive cooperatives and municipalities that serve consumers in 66 Texas counties.
