SUMMARY DESCRIPTION
The position is responsible for ensuring the joint-use utility program is properly handled through application processing and inspection. Ensuring all joint use construction is completed as designed, based on responsible engineering practices. The position maintains familiarity with applicable utility standards, NESC requirements and Cooperative Service Rules and Regulations.
REPORTING RELATIONSHIPS
Reports to: Power System Planning Engineer
Directs: None
PRINCIPAL DUTIES AND RESPONSIBILITIES
Handles all joint use attachment requests through the established joint use application process.
Inspects proposed attachment requests and post attachment construction to ensure attachments are following the joint use agreement and the NESC.
Prepares electronic staking sheets for make ready work need for joint use attachment compliance.
Inspects portions of the system regularly to identify unauthorized joint-use attachments.
Provides support to ensure accuracy of billing joint use attaching companies for annual attachments, make ready, and unauthorized attachments.
Provides support for the installation and maintenance of cooperative owned fiber network.
Makes field contact with joint use companies to ensure any violations found on the cooperatives distribution system are resolved in a timely manner.
Schedules and makes the appropriate appointments to facilitate the joint-use attachment program.
Handles projects completely with minimal direct supervision.
OTHER DUTIES AND RESPONSIBILITIES
Reports to Power System Planning Engineer about the current activities of the previous day and week and works with the Power System Planning Engineer and other departments to discuss activities relating to joint use activities.
Works with Power System Planning Engineer to assure jobs are done the most economical way, whenever possible including making cost estimates on planned projects.
Handles special staking projects, and other assignments as directed by Power System Planning Engineer.
Works with Operations to support joint use needs during construction and maintenance.
Provide assistance with disaster response planning and recovery.
Assists with system operation and engineering activities as required to maintain continuity of service to the system.
Follows all the cooperative safety rules as defined in the cooperative Safety Manual.
Follows all the cooperative Service Rules and Regulations.
KNOWLEDGE, SKILLS AND ABILITIES
Requires a High School Diploma or GED.
Minimum of 5 years utility experience.
An equivalent combination of education and experience may be considered.
Ability to be self-motivated.
Requires excellent computer skills for all communication and operational activities.
Ability to perform multiple tasks and maintain a high degree of accuracy in work performance and finished work quality.
Ability to render sound judgment decisions relating to safety, mechanical conditions, and recommendations for maintenance of the utility system.
Displays an independent and decisive attitude, being alert and receptive to needed change, while exercising flexibility and control.
Ability to communicate effectively with Cooperative members and employees and promotes continuous good member and public relations.
Ability to perform outdoors, in adverse weather conditions for extended period of time and ability to work for extended periods of time in confined areas.
Ability to obtain and maintain a current NC Driver’s License.
Ability to think clearly and must possess sound judgment abilities.
Ability to use tools and test equipment in rough terrain.
Ability to write in a clear legible manner.
Ability to understand and carry out oral and written instructions and to request clarification when needed.
Ability to lift objects of various sizes and shapes weighing more than 25 pounds.
Ability to climb structures and equipment more than 10 feet in height for the purpose of inspection, repair and evaluation.
Ability to walk long distances over rough terrain for distances exceeding two miles.
Ability to bend, stoop and stay on feet 8 hours a day.
ON THE JOB TRAINING
Provides employees with an overall exposure to equipment used and cooperative specifications so the employee can move to positions of increasing responsibility.
Trains when schools are provided by Jones-Onslow EMC.
WORKING CONDITIONS
Normal working conditions inside and outside the building. Regular working hours are from 8:00 AM to 5:00 PM Monday through Friday, except company observed holidays.
